Birubi Beach sits at the southern edge of Port Stephens, where the council reserve meets the start of the Stockton Bight dunes. Off-leash access is seasonal: from May to September dogs may be off-leash at all times, while from October to April it is limited to 5pm–9am. The surf club patrols here in season, and dogs must stay at least 100 metres clear of the flagged area. The dunes beyond the reserve are part of Worimi Conservation Lands, where vehicle access requires a permit. Dogs must stay out of dune rehabilitation areas.
Off-leash is permitted seasonally: from May to September dogs may be off-leash at all times; from October to April dogs may be off-leash only between 5pm and 9am, and must be on-leash at other times. Dogs must stay at least 100 metres away from the flagged patrol area at all times.
